Pekalongan city that has a coastline of 6,15 km is one of the cities in Indonesia which has a sizable fishing port with type B, which features a fish auction place (TPI) as the center of activities and transactions fish catches. However, the constraints of the season causes the production of marine fish do not always provide a favorable outcome for the fishing community, fisheries and others marine businesses.

Supporting facilities and infrastructures have been prepared by Pekalongan City Government to support fish catching, landing until auction business and fish catching production and expedite the marketing chain.

Types Of Investment Potential In Marine-Fishery Sector :


1. Catching Fishery

Beside batik craft, one of other potency that is relied on Pekalongan City is the fishery sector that now had "drowned" if compared in 1990 to 2002, the production of catching fishery can reach 300 - 500 tons per day, while now only able to about 70 tons per day.

However, with the election of Pekalongan City from 12 other cities in Indonesia as one of the target minapolitan project by the Government, now the Local Government of Pekalongan City continues to spur the fishery sector to return the victory like the previous year. Development's support programs of minapolitan areas continue to be worked on, such as dredging flow as an effort to accelerate the fishing vessel traffic, the development of "breakwater" (retaining wave), and road elevation because it is often inundated seawater flood.

Fisheries become one of the mainstay sub sectors in the agricultural sector in Pekalongan City. It is indicated in the PDRB of Pekalongan City that during the last 7 years, fisheries sub-sector has the highest added value compared to other agricultural sub-sectors such as food crops and livestock.

In the first semester of 2016 reached 10,693.52 tons, with the value of Rp. 155.67 billion, higher by 40.23% compared to the year 2015 of 7,625.68 tons with the value of Rp 90.38 billion. In February, fish production was the lowes than other months in the first semester of 2016, which was only 1,303.57 tons with the value of Rp. 15.97 billion. The highest production occurs in January, as much as 2,500.42 tons with the value of Rp. 29.97 billion.

Marine fish production in the second semester of 2016 reached 9,913.87 tons, with the value reached Rp 123.53 billion rupiah, the number is lower 0.43% compared with the Year of 2015, as many as 9956.66 tons with the value of Rp 103.27 billion. In August, the production was the lowest than other months in the second semester of 2016, with only 220.54 tonnes valued at Rp 7.94 billion. The highest production occurred in October, reached 3,752.38 tons with the value of Rp 41.06 billion.

Fishery Port of Nusantara Pekalongan (PPNP) is the port place for boats and ship which is using a fishing gear of Purse Seine (PS) and Gill Net type. Allmost Marine fish catches landed in PPNP using Purse Seine, Purse Seine Mini and Gill Net.

In the year 2016, amount of fish catched by using Purse Seine reached 13,158,642 ton (63,85%), Purse Seine Mini as much as 5,992,814 ton (29,08%), Gill Net as much as 1,448,222 ton (7, 03%) and using other cathc gear as much as 7,710 (0.04%) tons.

1. Purse Siene

Project Description

Purse Seine or Pukat Cincin in the form of ring and wrinkle rope / is important on the net operating time because the presence of the wrinkle rope, net having no pockets will be formed at the end of each catch.

The principle of fishing with purse seine is to encircle a school of fish with nets, after the netting bottom pursed, thus the fish is collected in the purse. Function mesh and netting is a barrier, and not as fish trap.

The type of fish caught by purse seine, especially in the North Coast of Java and its surroundings are layang fish or flying fish (Decapterus spp), bentang, kembung (Rastrehinger spp) oil sardine (Sardinella spp), slengseng, squid etc.

2. Gillnet

Project Description

Gillnet is often translated as "jaring insang", "jaw net". Gillnet term based on the premise that the caught fish (gilled-entangled) are at about operculum or close gills on the mesh.

Existing Condition

The fishery entrepreneurs in Pekalongan city using gill net is only about 14 fishing boats in 2014. With the potential and the existing facilities, the business is prospective for further development.

2. Shipyard

3. Cold Storage

Cold storage is used to keep the caught fish from the sea in order to keep them fresh and maintained its quality, so that it can ensure the availability of raw material supply for the fish processing industry. Besides, the existence of cold storage can maintain the stability of the fish price.

Existing Condition

Pekalongan city’s fishery potential both caught fishery and fishery cultivation that is large enough makes the presence of cold storage is necessary to support the fishery business. Currently, there are only a few businesses of cold storage integrated in the fish canning industry.

4. Fishery Cultivation

Project Description

Pekalongan city’s fishery cultivation develops well and has a good management potential. It consists of brackish water fishery cultivation (ponds) and fresh water (pool) as well as the cultivation of ornamental fish. Commodities of brackish water fishery cultivation developed include shrimp, milkfish, tilapia, crabs and seaweed. Commodities of fresh water fish are such as catfish (lele), gurame and bawal.

Existing Condition

One of the efforts of Pekalongan City Government to improve the industrialization of aquaculture is by providing infrastructure, among them are :

5. Vaname Shrimp Cultivation

Project Description

One of thecommodity of cultivation which is prospective to be developed in Pekalongan City is vaname shrimp because it has the advantage of tolerant to the environment and resistant to disease.

Pekalongan city is currently be calculated in the production of shrimp as part of the national shrimp production. This is because Pekalongan cityowns the land thatis very potential to develop Vanameshrimp cultivation, which includes part of the minapolitan concept that proclaimed by Pekalongan City Government as a fishing town on the basis of the development in the capture fisheries sector and aquaculture.

Existing Condition

In order to support the industrialization of fisheries in Pekalongan City, it is necessary a technological innovation. Potential cultivation area of about 720 hectares consists of 333 hectares of ponds and 387 hectares of idle land. Dissemination activity of Vanname Shrimp Cultivation Semi Intensive with Cluster system in Degayu Village in cooperation between Department of Marine and Fishery of Pekalongan City with Head Office of Brackish Water Aquaculture Development (BBPBAP) of Jepara conducted in Degayu Village since 2011.

Cluster Concept

Consideration of shrimp farming practices with cluster system because of the suspected cause of the failure of shrimp culture is the presence of disease transmission in the cultivation area. Efforts to minimize disease transmission, increase production and productivity, optimize production cost then used management of shrimp farming clusters concept by empowering farmers in the region.

Shrimp Cultivation Cluster Concept that is :

1) Determination of cluster location with quality of ground pond is not sour, on the pond land estuarine with salinity of 3 ppt minimumly

2) Cluster concepts include impermeable pond construction, pond design and layout applying the biosecurity concept that is space for  shrimp-enlarged surrounded by barrier, impermeable embankment or by plot / channel as biofilter

3) Use of disease-free seed (SPF) with the same seed source and the same source of production means

4) Applying the same cultivation management, the simultaneous use of all-out, all-in-one, once-only stocking of participating ponds technically that is maintaining the stability of the pond's environmental quality, as well as non-technical including the security of pond environment and business management together by the farmers in one cluster

5) Maximize the product of food safe shrimp (food safety), qualified and profitable. The use of production facilities and infrastructure in accordance with the principles of Good Fish Cultivation (CBIB) or BMPs (Best Management Practices).

Vanname Shrimp promises high income for the people because it is an export commodity. In fact, the vanname shrimp also has the advantage of being sold in various sizes. Different from the tiger shrimp are only accepted in the market for large sized shrimp.

6. Milk Fish Cultivation

The potential land in Pekalongan city that can be used for Cultivation of Milk Fish is still adequate. The existence of rice fields which was affected by the flood make the land can be used for pond / cultivation until 730 hectares.

The area was located in the North Pekalongan Sub-district, covers the area of Pabean, Bandengan, Kandang Panjang, Panjang Baru, Degayu, and Krapyak.


7. Seaweed Cultivation

Project Description

Indonesia is the number 1 producer of seaweed in the world, due to extensive coastal area is fertile ground for the development of seaweed. Seaweed processing business opens promising opportunities. The most widely cultivated seaweed is gracillaria sp which is a kind of seaweed producing agar (agarofit). Gracillaria includes seaweed that is eurihaline (can live in a wide range of salinity) of between 15-30 ppt.

8. Post-catch Fishery

Project Description

The fish-catch area for fishermen in Pekalongan city relatively far ranging between 20 to 60 days causes the fishery sector need good handling. Salted fish catched on boat are processed into salted fish. Handling of the fish in the vessel with ice, preserved by pickling and cold temperatures with frezer, and further classified into various qualifications.

Fresh fish are sold outside the region and some are used as raw material for canning fish, boiled fish, and partly made baked or grilled fish as local consumption. Diversifications of processed products are shrimp, surimi and prawn crackers / fish, fish nuggets, empek-empek, Ekado, and others. 9. Ornamental Fish Cultivation

Project Description

Limitations of land in urban areas become an obstacle for fish farming business. So that the Ornamental Fish Cultivation can be a solution, besides people like the beauty of ornamental fish many people who rely their lives from cultivating and marketing ornamental fish which various kinds.

Sometimes some fish farmers who initially pursue the consumption fish cultivation such as catfish, tilapia, guramih and others switch to ornamental fish cultivation. It is done because of business opportunities and economic potential of ornamental fish farming.

Existing Condition

Demand for ornamental fish market especially cupang fish is big enough seen from the sale of fish farmers who are able to sell 4000 cupang fish each month with a selling value of Rp. 8.000.000, besides that, the qualited fishes can be sold with prices ranging from Rp. 50.000 to millions of rupiah per fish, of course this is with the criteria and look of good fish.

The value of ornamental fish production in Pekalongan city in 2016 reached Rp.22. 244.000.000, - which cupang fish became the largest contributor of production with a value of Rp. 8.743.500.000, - plus other ornamental fish such as Manfish, Koki, Guppy, Melantis.

10. Packaging House

Existing Condition

The packaging house of Pekalongan City is located in Fishery Technopark area, Fishery Technopark of Pekalongan City is located in Kelurahan Panjang Wetan, North Pekalongan Subdistrict. The packaging house of Pekalongan City was built in 2013 through the Co-Administration Fund (TP) of the Ministry of Marine Affairs and Fisheries of the Republic of Indonesia.

The purpose of the construction of packing house is to facilitate the group of joint venture / Poklasar and UKM in Pekalongan City, especially those engaged in the of Fishery Processing Products business in packaging the products to be more attractive, durable, and strong so that the product has a competitive competitiveness to enter the market local or national.

1) Providing services to KUB / Poklasar / UKM which will pack the product.

2) Providing design services on packaging labels

3) Providing consultation / advice to KUB / Poklasar / UKM that require inputs in packaging the product.

4) Provide training to individuals or institutions in need.


11. Production Feed House

Potential of aquaculture fishery in Pekalongan City 2017 includes pond 379 Ha, haul net 90 ha, mere 7 ha and unregulated land that is the iddle land reaches 267 Ha. Cultivation with intensive and semi intensive technology for feeding so that the feed requirement is high enough about 60-70% of total cost. So the need for feed about 1.052.000 kg seen from pekalongan city fish production reached 1.502.000 kg in 2016. If converted at the average price of feed at this time that reached Rp. 10.000 so the business potential of feed in Pekalongan City reach Rp. 10.520.000.000, -.

While now the price of fish feed is more expensive which is not followed by the fish selling price that is adequate so that the farmers have not gained profit yet optimally. As an illustration, the price of fish production using the feed such as bandeng(milkfish), nila, lele(catfish) ranges from Rp. 13.000- 16.000 / kg. While the price of fish feed is around Rp. 9.000-11.000 / kg. Production cost about Rp. 12.000-14.000 / kg so the profit is only about Rp. 1000-2.000 / kg.

It makes the basic consideration of the Department of Marine and Fishery of Pekalongan City in supporting program of Independent Fish Feed Movement (Gerakan pakan Ikan Mandiri)(Gerpari). The form of the activity is to facilitate the production of fish feed independently managed by Joint Ventures Group (KUB) “Lestari” located in Fishery Technopark Area of Pekalongan City. The current production of KUB Lestari is catfish and tilapia(nila) feed.

Purpose of Independent Feed production :

1) Providing fish food with affordable prices by the fish farmers.

2) Optimizing the efficiency of the cultivation business so that the cultivators can profit optimally.

3) Utilization of local raw materials has not been utilized optimally in the effort of making self-feed based on local raw materials.

4) Opening business opportunities and employment opportunities in the fisheries sector.

5) Improve knowledge and skills of fish farmers in improving the management of their business.
